There used to be a website called "Enigma Lyrics" that was based in Argentina and composed by a fan who had independently researched all of the lyrics and samples that Enigma uses in its albums. The "peculiar transmission" of which one of the writers speaks is actually sampled from the movie "2001; A Space Odyssey." Thanks, that was me (Rai, from NY) who was confused with the intro. track sample. I always wanted to know what was being said in that particular (spooky/eerie) sample, I knew what was being said had something to do with a space mission.
